Bad Credit Auto Loan in the DC area.?

a friend of mine has a credit score of 625, but has collection accounts of around 9000$, which he doesn’t want to pay because their 7 year statute of limitations time will run out next year. He’s willing to put in 5000$ on a 15000$ car. Can he get a loan anywhere for the remaining 10000 given his credit history? He lives in the DC area.

Probably, but he is going to pay a high interest rate and processing fee.
I would get a cheaper car if I were him.
