Is it affordable to buy a new/used car alongwith insurance in Dubai if the monthly salary is AED 4000?

What kind of car can I afford with this much salary? My company will be taking care of my accommodation plus utilities and meals. I’m single with very limited other monthly expenses. Most likely I’ll be only paying for my phone (minimal usage). Is the difference too much or not much between a used and new car? I only like Japanese cars pref Toyota, Camry or 4Runner, or similar ones. How much extra will be for the insurance? Can you buy a car from an emirate other than where you actually live? How do you pay, cash or bank installments? I hope I have given enough details so kindly advise. Also, do you think there will be any savings from this salary after car and insurance payments? Thanks.
