They are not compared to other companies because it is unfair, because they offer the lowest rates and best service. Why? because they only offer insurance to military or children of USAA members.
If you are eligible I strongly encourage you to go with them. Google top insurance companies and you will see disclaimers stating USAA is not included in the ratings beause they are number 1.
