It’s usually little companies you’ve never heard of. I had insurance with "Hawaiian Insurance and Guaranty" for a while. In California. But you can’t necessarily count on them to have the resources to properly handle a claim (even if they have the financial resources to pay out on one).
Really, you should only go with a company like that if they are based in your local area, and you do not do a lot of driving away from home.
As far as quotes I’ve gotten when shopping with the bigger companies, the cheapest has always been Progressive. And from what I’ve seen with accidents my family, friends, and I have been in, Progressive is better than a damn lot of companies (especially Geico) when it comes to handling and paying claims. (Though I hear that in some regions they try to drive down the price of body work too much, to the point some body shops will not deal with them. That is not true in Alaska, however. The story about that I recall best came out of the southeast US)
edit: State Farm is the absolute champion of bullshit claim denials. For their gulf-state shenanigans alone I’d boycott them.

If you’re middle age and have a clean driving record State Farm has the best coverage and claims practices behind them for the money. After all, you never need insurance until you REALLY NEED insurance…..
